First of all, I am sure whatever you try to achieve is possible with PF.  It's 
impossible for us, however, to point you in the right direction if you don't 
give more details about your setup and what exactly you are trying to do.  
You might also want to move these questions to either (pf % benzedrine % cx) 
or (freebsd-pf % freebsd % org).

If you want to use ALTQ with IPFW you need FreeBSD-CURRENT.  Questions about 
this should go to (freebsd-ipfw % freebsd % org) and - if you don't get 
feedback there - you might want to talk to (green % freebsd % org) who did 
the ALTQ support for IPFW.  Note that you will still need PF to manage the 
queue setup.
