problem is on fxp and em driver

CBQ, on both interface

class cbq em0 CLIENT-in def_class borrow exactbandwidth 1024K
class cbq fxp0 CLIENT-out def_class borrow exactbandwidth 1024K
filter em0 CLIENT-in x.x.x.x netmask 0xffffffff 0 0 0 6
filter fxp0 CLIENT-out 0 0 x.x.x.x netmask 0xffffffff 0 6

some netmask are larger.

100% identical except that's fxp1 is now em0
