[ALTQ/FreeBSD] Limiting bandwitdh for client network

afer trying for 2 weeks to bandwitdh my client network with 64 kbps and 256 
kbs but when i try with altq.conf it seem i fail :(
because when i see mrtg to my client they can get more than i give to them

please help me
