[ALTQ/FreeBSD] New sys-altq patchset for FreeBSD 4.6-STABLE as of 24th August

Hi,

  I rebuilt the sys-altq patches against the sources of 4.6-STABLE as of
24th August. You can download it from the project's webpage:

      http://www.rofug.ro/projects/freebsd-altq/

  or, more directly, from here:

http://www.rofug.ro/projects/freebsd-altq/sys-altq-freebsd-4.6-STABLE-24Aug2002.diff.gz

 Here are some things to be noted:

   * i386/isa/if_[as]r.c were moved to their own directories, into
     dev/ar and dev/sr.

   * On 17th June Luigi Rizzo has MFC'ed the IF_HANDOFF and _IF_QFULL
     macros from current (besides other stuff), in order to syncronise
     a bit more the two FreeBSD branches (-stable/-current). I added a
     IFQ_HANDOFF macro, taken from the -current ALTQ proposed package.

   * The bridging (net/bridge.c) and Ethernet (net/if_ethersubr.c) code
     is now using the IF[Q]_HANDOFF macros.

   * I have tested this patchset with the loopback interface (lo0) and
     the Intel EtherExpress (fxp) drivers. Further testing is neede,
     specially the bridging and Ethernet related code.
